국문초록

현대 도시에서 공원은 도시민들의 삶의 질 향상과 도시기능을 유지하는데 꼭 필요한 요소이다. 지방자치단체들이 재원의 한계를 극복하며 공원의 공급을 늘리기 위해 민간공원조성 특례사업이라는 제도를 도입하여 추진하고 있다. 하지만 추진과정에서 많은 문제점이 나타나고 있어 이에 대한 개선방안이 시급한 상황이다.

본 연구에서는 현행 민간공원조성 특례사업의 문제점 도출과 제도 개선방안 도출을 위해 경기도 광주시의 사례를 분석하였다. 경기도 광주시는 5개의 특례사업을 추진중에 있는데, 이 특례사업과 관련된 다양한 문제점이 제기되고 있는 상황이다. 대표적인 문제점으로는 과도한 공원사업비, 부실한 제안서, 선정과정 특혜 의혹이 있다. 이러한 문제점 때문에 제도 자체에 대한 비판이 큰 상황이다. 이를 해결하기 위해서 사업관리(P/CM)제도의 도입, 지방공기업 주도로 사업 추진, 심사평가체계의 개선, 부당한 초과수익 환수를 실시해야 한다.

Abstract

Urban Parks are essential factors for improving the quality of life of urban residents and maintaining urban functions. In order to increase the supply of parks, a system called the Special Project for Private Park Creation has been introduced and promoted. However, there are many problems in the process of implementation, so improvement measures are urgently needed.

The case of Gwangju-si, Gyeonggi-do, was analyzed to derive problems and measures to improve the system of the current private park construction special project. Gwangju-si, Gyeonggi-do, is pursuing five special projects, and various problems are being mentioned. Representative problems include excessive park project costs, poor proposals, and suspicions of preferential treatment in the selection process. Due to these problems, criticism of the system itself is great. To solve this problem, it is necessary to introduce a project management (P/CM) system, promote projects led by local public companies, improve the screening and evaluation system, and recover unfair excess profits
