국문초록

도시의 전통적인 중심가에서 거주하는 인구가 현저하게 감소하고, 경제활동을 하는 유동인구도 줄어가고 있다. 이에 따라 도시의 중심시가지로서의 기능은 급격하게 쇠퇴하고 있다. 또한 주택난을 해소하기 위하여 대도시의 주변에 신도시 등의 개발로 인하여 구도시의 중심가는 활기를 잃어가고 있다. 이와 함께 도시 중심지역의 건축물도 점차로 노후화되어 사용과 관리에도 어려움을 겪고 있다.

이와 같이 중심시가지의 쇠퇴로 인하여 지방은 소멸되고, 궁극적으로는 국가의 경쟁력조차 상실할 수 있다는 위기가 있다. 일본의 경우는 도시문제를 해결하기 위해 우리보다 앞서서 적극적인 대책을 수립하였다. 본고는 중심시가지를 활성화하기 위한 법제를 통해, 일본의 주요정책을 검토하여 보고자 한다.

Abstract

The number of people living in traditional central areas is significantly decreasing, and stores are also decreasing. Accordingly, the function as a central city is rapidly declining. In addition, in order to solve the housing shortage, the center of the old city is losing vitality due to the development of new cities around the large city. In addition, buildings in the central area of the city are aging, making it difficult to use and manage.

As such, there is a crisis that the provinces may disappear due to the decline of the central city, and ultimately even the competitiveness of the state may be lost. In the case of Japan, it is actively coping with urban problems ahead of our society. This paper intends to review Japan's major policies through legislation to revitalize the central area of local cities.
